Why I'm running

I am running for National Committeeman to hold our RNC leadership accountable.

The RNC Rules Committees can make life difficult for non-establishment candidates. It is no secret that rules, such as the thresholds for presidential candidates to put their names into nomination, are adjusted to favor establishment candidates. To prevent shenanigans like that,  parliamentary skill is essential on these committees.

In past years, Establishment elected officials and Party leadership at the state level routinely violated rules to shut down principled conservatives.  I was horrified at what I saw going on at some of the first AZGOP and MCRC meetings I attended.  I saw the Establishment bend and break the rules, and I resolved to do all I can to stop these abuses from ever happening again. 

The only way to be effective at this is to know the rules and use them to protect our rights.  Our ignorance of the rules of parliamentary procedure proved fatal to our efforts for several years.  After observing the unethical shutdown of the "Endorse Anybody but John McCain" resolution, and the unethical shutdown of the censure of an Establishment AZGOP chair, both at the 2016 AZGOP Mandatory Meeting, I began studying Robert's Rules of Order.  I earned the Professional Registered Parliamentarion certification in 2019, the highest certification that is awarded by the National Association of Parliamentarians.  And I was elected President of the Arizona State Association of Parliamentarians in 2023.

I have put this knowledge to good use as a Member At Large on the MCRC EGC.  Anything even mildly conservative requires a knowledge of parliamentary procedure to be able to overcome the obstacles that are put in place.  It takes a knowledge of Robert's Rules of Order to shepherd conservative motions through the process.  And it takes knowledge of Robert's Rules of Order to prevent establshment shenanigans, so it is essential to send a Parliamentarian to the RNC. 

Here are some of my accomplishments on the MCRC EGC:

  • We had a PC in the MCRC who was a proud Democrat supporter, even going so far as to publish his name on a "Republicans for Biden" website and making financial contributions to Biden For President, to the Biden Fight Fund, and to Mark Kelly for Senate. I brought him before the EGC, conducted the trial, and had his intra-party voting rights stripped for the remainder of this PC term.  Update: He is no longer an MCRC PC.
  • While planning for the 2021 MCRC Statutory Meeting, the EGC was informed that the meeting would be in violation of the Governor's COVID 50-person meeting limit. I moved to proceed with planning for the event "without seeking permission of any government agency or official". Motion adopted 18 to 8. The event went on as planned, with over 600 PCs in attendance.
  • I wrote the hugely popular resolution urging Jeff Flake to join the Democrat Party. The EGC adopted it 15 to 12. The names of the 12 are posted on Frosty's Republican Briefs here: http://www.republicanbriefs.org/2020/09/15/9-15-20-briefs/  
  • A previous MCRC Chair made dozens of unauthorized changes to the MCRC bylaws.  I got every single one removed.

One of my earlier accomplishments occurred in 2016,  We had a PC Candidate on the primary ballot who had been arrested for vandalism at a casino. And I discovered he had submitted forged signatures on his nominating petition. I filed a lawsuit and got him off the ballot. He was the Statewide Field Director for the John McCain campaign. With all of us supporting President Donald J. Trump for election to his second term, and with his 2024 nomination already certain, those shenanigans will not be an issue during the current election cycle. But they may become serious issues in 2028.  The party establishment that opposes Trump will likely be active again to oppose any MAGA candidates who run at that time. We need to put an end to any pro-establishment bias at the RNC.

The RNC can influence party policies at every level. My goals include advocating policies to

  • Hold our elected Republican officials to solid Republican principles -- and speaking out when they don't.
  • Give all PCs the ability to communicate easily with each other via email -- activists do not work in isolation!
  • Close Republican Primaries - only Republicans should nominate Republican candidates.
  • Support rules which would encourage grassroots candidates to run for office, and stop the party from favoring establishment candidates.
  • Oppose electronic voting.
  • Limit proxy voting.
Vote for Joe Neglia for National Committeeman. I will do my best to speak up for the conservative grassroots and work to preserve our Republic for us and for our posterity.

Qualifications

An active Republican Precinct Committeeman, Precinct Captain, and State Committeeman continuously since 2012, I have served in a variety of roles in the party, including LD26 Treasurer (2012 - 2016), LD26 Second Vice Chair (2018 - 2020), MCRC EGC Member At Large (2018 - 2024), AZGOP CD4 Member At Large (2023 - date), MCRC Bylaws Chairman (2022, 2023, 2024), MCRC Resolutions Chairman (2021), as well as on several  other committees at the district, county and state levels. Chaired the MCRC LD Bylaws Template Committee, writing the Bylaws that were adopted by the overwhelming majority of MCRC LD's after the 2022 redistricting.  My awards include LD26 Most Dedicated Precinct Award (2013), LD26 Outstanding PC Award (2014), and LD8 Outstanding PC Award (2024). Outside of the GOP, I am the President of the Arizona State Association of Parliamentarians (2023 - date).

I have actively participated in every state Convention, and every Statutory and Mandatory meeting at the county and state level for all those years. And my "boots on the ground" local activism is well documented.

I am a Life Member of both the NRA and the Arizona Citizen’s Defense League. My political activity goes back to 1980 when I stuffed envelopes for the Ronald Reagan presidential campaign as a college freshman.

I am a Professional Registered Parliamentarian (PRP), and serve both as a meeting parliamentarian and as a floor parliamentarian, helping delegates to participate effectively in meetings where Robert’s Rules of Order are used. I also teach practical, effective use of Robert’s Rules of Order in seminars for both students and faculty in educational institutions, political parties at the legislative district level, and annually at National Association of Parliamentarians Workshops since 2017.

I am not a career politician. I teach Engineering Technology at Mesa Community College (1996 - date) and am a registered Professional Engineer. My experience includes consulting for the National Science foundation, Intel Corporation, Sperry Space Systems, and Honeywell Satellite Systems. I earned two U.S. Patents for my work on the Strategic Defense Initiative, a Bachelor’s Degree in Electrical Engineering from the University of Pennsylvania, and an MBA from Arizona State University. I am an occasional ham radio operator (KF7OBS). I have lived here in Maricopa County since 1986, and currently live in Tempe with my beautiful wife of 30 years and two lovely daughters.

 

What about the other candidates?

Past improprieties, especially youthful ones where contrition has been expressed, should be forgiven. That is what we believe. The mass media and the Democrats, however, are not so forgiving. They will exploit those improprieties mercilessly. That is why it is important to elect leadership that does not have such baggage. My background is clean. There is nothing for the Democrats/media to exploit: no financial improprieties, no arrests, and no incriminating photos.

Please ask your favorite NCM candidate if he has any skeletons in his closet.

Long-term commitment is a must in elected leadership. It does not demonstrate commitment when an NCM candidate is not a State Committeeman or a Precinct Committeeman. Does it make sense to elect a non-PC or non-SC to represent the Arizona Republican Party at the National level?

Parliamentary skill is important for NCM. The RNC Rules list no fewer than 11 standing committees that govern the operation of the party. And to participate effectively in these committees requires detailed knowledge of, and ability with, Robert's Rules of Order ("RONR"). Being a conservative is not enough. Unless you know the rules, party establishment can shut you down completely. I know. From personal experience. For this reason I learned RONR and teach it at every available opportunity to empower the grassroots.  I earned the professional registered parliamentarian (PRP) credential, the highest offered by the National Association of Parliamentarians, in 2019, and have served the AZGOP, MCRC, and numerous LD's in this role.  

Please ask your favorite NCM candidate: Do you know Robert's Rules of Order?  Can you fight the inevitable parliamentary shenanigans that are used against grassroots conservatives?

* Consistency. We all want to re-elect our President, Donald Trump. Of course, not everyone supported him at the beginning of his campaign. That is understandable - everyone had their favorite candidate at the time. But there were some in our party leadership who actively opposed Trump back then, and are now claiming to be a supporter.
